Naples, a tourist city in regional governance and the national system

The paper examines Naples’ role as the leading tourism hub of the Campania region and a strategic gateway to Southern Italy, driven by strong growth in visitor numbers, rising international demand and major improvements in accessibility and infrastructure. With more than 15 million overnight stays and over 20 million total visitors, Naples leads regional competitiveness, generating above‑average economic impacts and showing a business ecosystem increasingly focused on innovation, sustainability and human capital. Produced by SRM within the Tourism & Territory Observatory, the study highlights key challenges and opportunities for a governance model capable of turning quantitative growth into sustainable, high‑quality and well‑balanced tourism development.

Naples remains one of the main tourist hubs in southern Italy and an increasingly important strategic hub in the national tourism system. In recent years, the city has consolidated a significant growth trajectory, strengthening its appeal thanks to increased visitor numbers, a growing international presence and a gradual improvement in access infrastructure.

In 2025, Naples recorded approximately 15 million tourist arrivals, an increase of 4% compared to the previous year and a recovery of 106.1% compared to 2019 levels. The city alone accounts for 68% of total regional tourist arrivals, a figure that rises to 75% if only foreign visitors are considered, thus confirming its role as the main tourist hub of Campania and a privileged gateway to southern Italy. The degree of internationalisation is particularly high: 62% of visitors are foreign tourists, compared to a national average of 56%, highlighting the city's growing ability to attract foreign markets and high-potential international demand.
